Medical insurance coverage is provided through the Teachers’ and State Employees’ Comprehensive Major Medical Plan (the State Health Plan). Benefits for this plan are based upon legislation enacted by the North Carolina General Assembly, as well as a comprehensive medical policy approved by the Executive Administrator and Board of Trustees.

The State Health Plan contracts with Blue Cross Blue Shield of North Carolina to manage the benefit plans.

Important New! 

State Health Plan to conduct second open enrollment in July

     A second open enrollment for medical benefits will occur July 18 through July 29 due to new changes recently passed into law by the North Carolina General Assembly. There will be changes in premiums, co pays and deductibles and the addition of an employee-only premium. The state will also remove the Comprehensive Wellness Initiative (tobacco cessation and BMI attestations).  During open enrollment, employees can make changes to their plan elections and add eligible dependents. The State Health Plan will mail information with the new rates to employees in July. The medical elections made in the first enrollment period will be in effect only for July and August. Enrollment elections made in July will start Sept. 1, and will not be retroactive to July 1.
