133-3 requires performance standards to be used when specifying products. The
statute also allows preferred brands of equipment to be bid as an alternate on
school system projects provided that the performance standards were approved by
the Board. To be approved, the alternate must either provide a cost savings or
maintain/improve the functioning of a process or system affected by the brand
