The 2016-2017 academic calendar establishes the order in which make-up days are to be used:

Because schools were closed to students on January 9 and 10, and Monday, January 16 is a holiday, there are only 2 ½ instructional days remaining before the testing window opens on January 17. Using Tuesday, January 24 as a make-up day and moving the end of the quarter to that date will allow CMS to shift the beginning of the testing window to Wednesday, January 18. This gives teachers an additional day (Tuesday, January 17) to work with students in preparation for end of course tests. This change would also mean that students would not immediately begin end of course tests the first day back in school after the three day weekend on January 14, 15 and 16.
Further, moving the make-up day from February 20 to January 24 preserves the option to use February 20 as a make-up day should there be additional days when schools are closed for inclement weather between January 24 and February 20. This reduces the likelihood of having to use March 31 (teacher workday at the end of 3rd quarter) or May 29 (Memorial Day) as make-up days.
