Eligible employees for the Value-Added Measure are teachers in TIF-LEAP schools who:

  • are certified, lateral entry, Teach for America, or Visiting International Faculty (VIF) teachers,
  • earn “Proficient” or above on each overall standard of the NC Teacher Evaluation Process  summary evaluation,
  • have aggregate growth at or above the 70th percentile using the district's value-added model for applicable courses (Grades 4-8 Reading and Math, Grades 5 and 8 Science, Algebra I, Algebra II, Biology, English I, Physical Science, Civics and Economics, US History) who fall in one of the following categories:
    • Primary instructors for students in the EOC/EOG tested courses mentioned above or
    • Secondary instructors who share responsibility for instructing students in these content areas with administrative approval,
  • have at least 5 students with valid scores for this year in the same grade and content area,
  • complete the roster verification process.

All teachers meeting the general eligibility requirements (bullets 1-3, above) are eligible for a school growth bonus if the school's aggregate growth on all EOG/EOC tested subjects in a school falls at or above the 60th percentile using the district's value-added model for growth.

Ineligible employees:

  • Interns
  • Non-certified Employees
  • Counselors, Social Workers, Speech Pathologists, and Psychologists
  • Substitute, Interim, Temporary Employees, and Tutors
