Talent Effectiveness: Because our students deserve success

The Talent Effectiveness Project is aimed at developing all talent across the district, to ultimately ensure student success.Our initiative’s objective is to more accurately evaluate and more fully support CMS employees’ performance. This initiative has grown and renewed its focus after more than a year of research, discussions and input from employees and parents across the district, as well as ongoing partnerships and learning relationships with other school districts conducting similar work. We expect our design work to be largely complete by the start of the 2012-13 school year.
 
Every employee of Charlotte-Mecklenburg Schools is part of the Talent Effectiveness Project, because we know that every CMS employee contributes significantly to student success – from teachers in the classroom to bus drivers and cafeteria managers, from electricians to the Superintendent. We are all individually and collectively responsible for supporting the Board of Education’s mission: to maximize academic achievement by every child in every school.
 
In order to ensure that all employees are working to support our children, we should understand what we’re already doing well and where we can improve.
 
Last year’s work taught us that student success is best accomplished by a combined effort from a united front. The work that our teacher, principal, executive and district services design teams have done this year is a direct reflection of that lesson learned. The effort that those employees have turned in will, as a result of the Talent Effectiveness Project, be the basis by which we will measure, support and reward all of our CMS family.
 
Public education is changing, and winning the 2011 Broad Prize proves that CMS is leading the way through educational innovation. In order to achieve and maintain world-class status, we must attract the brightest and the best educators, principals and educational personnel to Mecklenburg County. If we are to do that, we must both ensure and exhibit collective excellence. That is the goal of the Talent Effectiveness Project.

Overall Project Timeline

The Talent Effectiveness Project timeline began in the 2010-2011 school year, and will continue through the 2013-2014 school year. Upon completing its design phase, each measure of effectiveness will be first piloted and then implemented for CMS employees.

About Compensation

Improving performance does not require changes to compensation. However, aligning recognition with increases in performance makes sense. Currently, there are no plans to implement a merit-based pay system in Charlotte-Mecklenburg Schools.

The Team

The Talent Effectiveness Project is divided into four parts, or work streams, to ensure all CMS employees are part of the process. Each work stream has a lead with responsibility for working with employees in that category, engaging staff, parents and members of the community, and gathering data to create new measures for evaluating job performance and success.
