Facilities Planning and Real Estate
Real Estate Management

The Real Estate Management area is responsible for (1) aggressively acquiring the land or buildings needed to meet the growing school facility needs of the district (land acquisition), (2) continuously maintaining and updating the inventory of existing real estate (asset management), and (3) providing the community the opportunity to use our assets as appropriate (Community Use of Facilities). 

Acquisition relates to the purchase or construction of buildings or land, and the procurement of other assets. In the approval of a project for construction or renovation, acquisition may involve a number of matters ranging from joint-use agreements to public private partnerships to donations of real property and includes leasing. By implementing an effective acquisition program, CMS ensures that property purchased is appropriate for district needs.

When funding (through bonds or certificates of participation) is secured, the Real Estate Management team seeks out suitable sites for new schools within the target areas delineated by the capital plan.  Appraisals, due diligence work, and negotiations are undertaken to secure the best possible candidate sites.  Working with large, private developers as well as individual landholders happens daily. Where appropriate, Support is given to the Design team as issues such as rights-of-way acquisitions are addressed.

Asset Management - Physical space inventory records are maintained and updated by the Real Estate Management area.  These records include buildings and land owned by CMS as well as records or buildings leased to or by CMS. The real estate management group interfaces with the Mecklenburg County Geographic Information System (GIS), and work with local zoning authorities.

Community Use of Facilities personnel work to assist and manage access by local citizens and organizations to school facilities for appropriate use.  Applications and payments are processed in a timely manner.  Examples of community use of schools include churches that meet when schools are not in session (weekends), charitable functions, neighborhood meetings and local athletic associations.  Community Use Home.
