Freedom and Flexibility
Vision and Guiding Principles

Freedom & Flexibility (F&F) is based on the view that students will benefit when principals have greater authority over key decisions affecting their school community.

Developed to improve student achievement, F&F supports the Board of Education’s Vision, Mission, Core Beliefs and Theory of Action. Through F&F, principals are granted opportunities to enhance innovation and creativity. In particular, principals will have significant influence over
instruction.

Principals with F&F demonstrate high levels of performance and use data to drive instructional decisions and interventions. Principals with F&F are encouraged to design innovative academic designs that meet the needs of all students at all levels.

For principals who have been granted F&F and are moving from managed instruction to managed
performance/empowerment, the following items are non-negotiable:

Elementary School: Non-Negotiable Standards

Principals must follow North Carolina statutes and laws, and CMS policies and regulations.

Curriculum – Non-Negotiable

  • Follow the North Carolina Standard Course of Study
  • Use the district resource, Imagine It!
  • Follow the K-3 Intensive Reading Model for Level I and II students

Instruction – Negotiable

Assessment – Non-Negotiable

  • Administer state testing within North Carolina and CMS guidelines
  • Adhere to policies governing the use of Personal Education Plans for Level I and II students, Individual Education Plans for Exceptional Children (EC) students, and Differentiated Education Plans for gifted students, as well as strategies appropriate for Limited English Proficient and EC students
  • Enter discipline data electronically and submit monthly discipline chart to area superintendent’s office
  • Attain targets, milestones and deliverables assigned to areas granted under F&F

Improvements – Negotiable

  • Offer remediation and enrichment for students
  • Provide professional development for adults

Middle School: Non-Negotiable Standards

Principals must follow North Carolina statutes and laws, and CMS policies and regulations.

Curriculum – Non-Negotiable

  • Follow the North Carolina Standard Course of Study
  • Have each student receive one semester of Health/PE and 150 minutes of physical activity a week
  • Offer foreign language and cultural arts programs

Instruction – Negotiable

Assessment – Non-Negotiable

  • Administer state testing within North Carolina and CMS guidelines
  • Adhere to policies governing the use of Personal Education Plans for Level I and II students, Individual Education Plans for Exceptional Children (EC) students, and Differentiated Education Plans for gifted students, as well as strategies appropriate for Limited English Proficient and EC students
  • Enter discipline data electronically and submit monthly discipline chart to area superintendent’s office

High School: Non-Negotiable Standards

Principals must follow North Carolina statutes and laws, and CMS policies and regulations.

Curriculum – Non-Negotiable

  • Follow the North Carolina Standard Course of Study
  • Offer Foreign Language I and II to any ninth grader requesting the combination course in order to provide access to IB programs

Instruction – Negotiable

Assessment – Non-Negotiable

  • Administer state testing within North Carolina and CMS guidelines
  • Adhere to policies governing the use of Personal Education Plans for Level I and II students, Individual Education Plans for Exceptional Children (EC) students, and Differentiated Education Plans for gifted students, as well as strategies appropriate for Limited English Proficient and EC students
  • Enter discipline data electronically and submit monthly discipline chart to area superintendent’s office
  • Attain targets, milestones and deliverables assigned to areas granted under F&F
