Freedom & Flexibility (F&F) is based on the view that students will benefit when principals have greater authority over key decisions affecting their school community.
Developed to improve student achievement, F&F supports the Board of Education’s Vision, Mission, Core Beliefs and Theory of Action. Through F&F, principals are granted opportunities to enhance innovation and creativity. In particular, principals will have significant influence overinstruction.
Principals with F&F demonstrate high levels of performance and use data to drive instructional decisions and interventions. Principals with F&F are encouraged to design innovative academic designs that meet the needs of all students at all levels.
For principals who have been granted F&F and are moving from managed instruction to managedperformance/empowerment, the following items are non-negotiable:
Principals must follow North Carolina statutes and laws, and CMS policies and regulations.
